PCSX Reloaded SVN r54527

EmuCR: PCSX ReloadedPCSX Reloaded SVN r54527 is released. PCSX-Reloaded is a fork of the PCSX-df Project, a PlayStation Emulator, with support for both Windows and GNU/Linux operating systems as well as several bugfixes/improvements.

PCSX Reloaded SVN r54527 Changelog:
- use pkg-config for libcdio detection
- fix FTBFS on windows due to previous change for freebsd/solaris.
