PCSX Reloaded SVN r61220

EmuCR: PCSX ReloadedPCSX Reloaded SVN r61220 is released. PCSX-Reloaded is a fork of the PCSX-df Project, a PlayStation Emulator, with support for both Windows and GNU/Linux operating systems as well as several bugfixes/improvements.

- (Hopkat) fix VAG $2 silence
- fixes funny sounds (release too long)

    Nice hopefully this will fix the funny sound that is happened in previous svn
