SPU2-X SVN r2839 is released. SPU2-X is a pcsx2 sound plugin for PCSX2.

- A few more adjustments.
- Reduce buffer overruns by, um, making the buffer bigger. Apparently I was the first to think of this. (Also force time stretching off when the new sync hack is on)
- Safer values for the new mix mode.
