RefChip16 v1.46

RefChip16 v1.46 is released. RefChip16 is a Chip16 Virtual Machine Emulator, a system designed by the folks on NGEmu.

It currently has a simple SDL (Simple DirectMedia Layer) implementation for graphics and uses XAudio2 for sound with an ADSR filter.

Other features include a simple Dynamic Recompiler with a very basic implementation of Constant Propegation and Register Caching as examples of recompiler optimizations.

Currently this emulator supports Spec 1.1 and will hopefully continue to support future revisions.

RefChip16 v1.46 Changelog:
- Fixed a load of bugs to do with flipped sprites going off screen. Made my GPR registered signed, needed to for checking if X or Y co-ords were less than zero, however it should have been signed anyway.
- More flip fixes, should all be good now. Also uncomplicated my random number generator a little, it didn't seem to like it so much...
- Re-unsigned the GPR's, Twister didn't like this as all, found another way to
achieve my signed X/Y values. Logging can now be enabled in the menu and is saved in the ini file. Providing its turned off, no log file will be created on start up. Now log Stack overflows. Version Bump
