EmuCR: PPSSPPPPSSPP Git (2016/03/28) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

Fix a wrong assertion on exit and enable logic ops in Vulkan
* Vulkan: Use logic ops when available.

We flush slabs so this gives false assertions in some cases.
* Oops, one more typo.
This one didn't break anything, but better to be safe.

Some compilers didn't like that, oops.
