Vita3K Git (2023/02/03)

Vita3K Git (2023/02/03) is compiled. Vita3K is an experimental PlayStation Vita emulator for Windows, Linux and macOS. The emulator currently runs a few homebrew programs in .vpk format. No commercial games are playable.

Vita3K Git Changelog:
* gui: load compatibility db in background thread on app startup
* lang: init compatibility, added French support.
* cmake: fix value of VITA3K_GIT_REV when is PR.
