PPSSPP Git (2023/03/18)

PPSSPP Git (2023/03/18) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

* Merge pull request #17137 from hrydgard/log-fixes
* Reduce logspam from fonts, and a less angry error message for missing textures.zip.
* Nicer logging if no texture.zip file is there
* Merge pull request #17139 from hrydgard/replacement-padding-support
* Implement padding-on-copy for compressed textures as well.
* Replacer: Perform the padding to pow2 size during CopyLevelTo, not during load. Saves memory.
* Improve default ini, logging fixes
* Remove a unused state from ReplacedTexture, rename POPULATED to UNLOADED
