Vita3K Git (2025/04/02)

Vita3K Git (2025/04/02) is compiled. Vita3K is an experimental PlayStation Vita emulator for Windows, Linux and macOS. The emulator currently runs a few homebrew programs in .vpk format. No commercial games are playable.

* ngs/(atrac9&player): Prevent infinite loop by checking empty buffer.
* cmake: set CMAKE_POLICY_VERSION_MINIMUM as a workaround for cmake 4
* external: Update submodules (#3511)
* gdbstub: Fix GDB command matching and don't reply with "Unrecognized Command" (#3497)
