PCSX2 SVN r1471

PCSX2 SVN r1471 is released.PCSX2 is a PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

- Kill programs if they haven't been used in ~7 seconds.
- Only kill 1/4 (instead of all) of total programs if all slots are full.
- Make sure programs are searched from oldest to newest. (this is needed to ensure that new programs don't 'evolve' into old programs and repetitively clone themselves.)
