PCSX2 SVN r2529

PCSX2 SVN r2529 is released.PCSX2 is a PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

Sif: Renamed a few functions. Added a check on fifo reading/writing. A few other minor changes.

* Vsync setting is retained more reliably across suspend/resume/plugin config.
* fps/cpu% readout is a bit more stable.
* Plugin config menus update plugin names after on-the-fly changes.

Added more info to GS window. Added const qualifiers to VIF and DMAC hw register structs/unions.
