Vba-ReRecording SVN r260

Vba-ReRecording SVN r260 is released. VBA rerecording is the re-recording branch of VisualBoyAdvance.This is the development project for this branch of VBA. Its primary function is to expand features related to the creation of Tool-Assisted movies.

This fix now associates movie files with savestates, savestates saved as ROMNAME-MOVIENAME-#.sgm Also, changed normal sgm to ROMNAME-#.sgm

These add in default directories to VBA, if none exist, and also create them.
