Vba-ReRecording SVN r408

Vba-ReRecording SVN r408 is released. VBA rerecording is the re-recording branch of VisualBoyAdvance. This is the development project for this branch of VBA. Its primary function is to expand features related to the creation of Tool-Assisted movies.

Fixed SDL loading SRAM before playing some no-SRAM movies.

[SDL] Fixed movie input persisting after movie end.
I also made it consistent with the new counter in r405
