Snes9x D3D Test Build (2011/12/10) Changelog:
- Win32: use D3DTADDRESS_BORDER in every pass
- Win32: match D3D/OGL cg meta shader capability and update to latest spec
- Win32: only save window position if not in fullscreen
- Win32: only allow escape-menu in directdraw
- Win32: save quit hotkey to config
