NeoGPC SVN r17

NeoGPC SVN r17 is compiled. NeoGPC is a NeoGeo Pocket Color emulator with the intention of becoming accurate enough to emulate the NGPC bios and properly run all games and homebrew. NeoGPC will also include a debugger with breakpoints and all of the necessary pieces to accurately create NGPC homebrew.

Fixed step-over, fixed high-CPU usage, moved all tlcs900h debugger behavior over
to our debugger code, gave paused emu cpu-cooldown. Initial work on graphical
debugger.
