mGBA Git (2015/03/23)

mGBA Git (2015/03/23) is compiled. mGBA is a new emulator for running Game Boy Advance games. It aims to be faster and more accurate than many existing Game Boy Advance emulators, as well as adding features that other emulators lack.

Features:
* Qt: Fix useBios config option not being bound properly
* All: Update CHANGES
* Qt: Allow configuring arbitrary attached gamepads (fixes #204)
* SDL: Gamepads can now be preferentially loaded
* GBA: Savestates now take into account savedata state machines (fixes #109)
* GBA: Fix RTC bincompat with 0.1
* GBA: Remove unused portions of EEPROM state machine
