Cemu v1.3.1

EmuCR: WiiUCemu v1.3.1 is released. Cemu is a Nintendo Wii U emulator that runs commercial games. At present the controller is locked to using the GamePad via keyboard and there is no sound support.

Quick facts:
- Can run encrypted Wii U images (WUD) and RPX/RPL files
- Internal resolution is 1920x1080 (if supported by game)
- For controller input see here.
- Contains basically no optimizations. Expect slow framerates and long load times.
- Windows 7 or above (x64) (other platforms may be supported later)
- Requires OpenGL 3.3
* Tested on NVIDIA: Runs fine on most recent driver
* Tested on Intel: Garbled output but runs if OpenGL version is supported
* Untested on AMD

* Added fullscreen support
* Added support for running extracted applications (.rpx with external files)
* Added support for launching games via command line parameter
* Vastly improved graphics
* Improved accuracy and stability of filesystem code
* Many smaller changes to various parts of the emulator

  2. Please update those so-called "quick facts", because they're embarrassingly out of date.
    1. Since 1.3.1 there is sound in some of the currently tested games (Shovel Knight, for example).
    2. Radeon video cards are now supported and work quite fine.
    3. It's highly implied that a video card should support AT LEAST OpenGL 4.4 for further releases to work decently, starting from 1.3.1, obviously.
    4. Some of the tested Loadline games has been reported to work and load beyond in-game logo/menu screen (prime example: Captain Toad).
