DOSBox-Staging Git (2021/08/19)

DOSBox-Staging Git (2021/08/19) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today's systems, and sending patches upstream.

DOSBox-Staging Git Changelog:
* Enable ARMv7 and ARM64 CI platform builds
* Differentiate meson installation on Debian/Ubuntu versions
* Use Meson from pip for Debian <= 10 and Ubuntu <= 20.04
