DOSBox-Staging Git (2021/10/23)

DOSBox-Staging Git (2021/10/23) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today's systems, and sending patches upstream.

DOSBox-Staging Git Changelog:
* Collapse duplicate string operation enums into one
* Revert use of safe_sprintf in the debugger log
* Add DBXDEBUG.COM as an alternative debugger
* Try harder to exclude DEBUG.COM for non-debug-mode
* Include debugger-build with Windows package
