WinVICE r42747

EmuCR: SDLVICE WinVICE r42747 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Archdep: Use #ifdef HAVE_PCAP instead of #ifdef HAVE_RAWNET in rawnetarch_win32
Both macros are defined by configure.ac when the pcap headers are found on
Windows, but since the code only works with pcap and there is no alternative
for rawnet access like tuntap on Linux, we might as well use HAVE_PCAP here.
