WinVICE r45498

WinVICE r45498 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

List icon files in the Makefile per size/scalable to allow for more fine-grained
control over which files are installed per UI and OS.

Icons: xpet SVG: remove 1024x1024, rename 256x256 to 1024x1024
The 1024x1024 SVG icon used an incorrect font, and the 256x256 SVG icon used
the correct one, and is actually 1024x1024. Partially solves the mystery of the
extra 256x256 xpet SVG icon ;)

Github actions: provide 256x256 icon files for SDL .deb packages
The merge of the compyx/desktop-icons branch broke the application icons for
the SDL .deb packages, this *should* fix that.
