WinVICE r45743

WinVICE r45743 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Small SuperPET banking corrections.
- the SYNC instruction resets the whole banking register to 00
- track the bank number in spet_bank again since this is used for display to the user

init vte_console.console_cannot_output with 0 once the window was created, and set mon_console_suspend_on_leaving to 0 when leaving the monitor with 'g'. should fix #2158
