PPSSPP Git (2025/09/13)

PPSSPP Git (2025/09/13) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

* Merge pull request #20809 from warmenhoven/warmenhoven/pr/tvos-build-fix
* libretro: freetype isn't necessary, fixes tvos build
