PCSX2 SVN r4484

PCSX2 SVN r4484 is released. PCSX2 is an open source PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

Changed plugin API back to system locale for paths since only two plugins (lilypad and spu2-x) were specifically expecting UTF-8 and handling it correctly and breaking them is easier than fixing all the others for now.

Missed some SPU2-X and all zzogl code in the last commit.
Fixed assumption that all paths received from pcsx2 end in the path separator.
