PCSX2 SVN r3353

PCSX2 SVN r3353 is released. PCSX2 is an open source PlayStation 2 (PS2) emulator for the Microsoft Windows and Linux operating systems. With the most recent versions, many PS2 games are playable (although speed limitations have made play-to-completion tests for many games impractical), and several games are claimed to have full functionality.

Disabled GIFtag optimization added in r3305. Added detailed comments explaining why its not safe. Not totally ruling out the potential to fix and restore it to working order, but am fairly skeptical that it will provide any worthwhile speed gain once its been safe-guarded.
