Azahar Git (2025/03/12) is compiled. An open-source 3DS emulator project based on Citra.

* license-header.rb: Don't read UTF-8 BOM as text when checking headers
* Fixed formatting
* Fixed incorrect version reporting when running `azahar -v` with a tagged release
* Do data migration before QtConfig is constructed
