Stella Git changelog:
* Removed a NOLINT that I shouldn't have during refactoring.
* Fix compile error in Windows with recent BSPF string changes.
* Some work on BSPF string functions, optimizing and fixed one bug.
* Some work on configure script. Still need to detect SDL3 correctly.
