Stella Git Changelog:
* Fix building without UI support (fixes #1169).
* When resizing windows, use headroom for making textures larger instead of on every size.
* Add layout and dynamic functionality to UI code (fixes #291).
* Make sure detected renderer is shown in all cases when 'Auto' is selected in VideoAudioDialog.
* SDL3 defaults to D3D11, but D3D9 is still better with resizing.
