Mednafen v0.9.36 WIP is released. Mednafen is a multi-game-system emulator, for various platforms, including emulation of the following systems:Atari Lynx,Famicom,GameBoy (Color),GameBoy Advance,Neo Geo Pocket (Color), NES(both NTSC and PAL),PC Engine/TurboGrafx 16 (CD) and SuperGrafx,PC-FX,WonderSwan (Color).

Mednafen v0.9.36 WIP Changelog:

PS1: Experimental save state support(refer to the PSX module documentation for details on how to enable the support which is disabled by default).
PS1: Improved MDEC emulation. Fixes lockup problem in a certain corrupt copy of "Dragon Knight 4".
PS1: Improved SPU emulation. Fixes sound problems in "WipEout 3" and "Thousand Arms".
WonderSwan: Improved RTC emulation.

I never ever able to boot this emulator on my windows 8.1 update it just wont open
one of the most useless Emulator i have ever seen, all other open normally and this
is the only one that is always failing to load.

It's a command line emulator. Double clicking on it does nothing.

You need to run with MedGuiR a frontend app.

This is likely the most useful emulator. It can let you change button configs on the fly. It allows multiple buttons to be used as the same inputs. Great for doing a twin stick shooter game and than off to another game that is not suited as such. Also built in multirom support for 7zip. And a lot of emulators in one place all able to do such. But if your a slave to graphical interfaces your going have to get a frontend "Unknown." Maybe your just young, I am going assume that for now.
