Dolphin is a great Gamecube(NGC) and Wii emulator. It has a partial Wii support and plays most Gamecube games. Dolphin has been changed SVN to Git recently.

GL_{MIN,MAX}_LOD should be used to set the min/max LOD parameters. (and they are floats)
GL_TEXTURE_MAX_LEVEL is for specifing the maximum defined level, for dealing with "texture completeness".
