EmuCR: PPSSPPPPSSPP Git (2016/01/21) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

Add pixel depth rounding to d3d9, gles2 and support forcing via config
* d3d9: Account for half-pixel z offset.
* Add methods to download depth to PSP RAM.
* gedbg: Add scaled 16-bit z support.
* d3d9: Respect per-pixel depth rounding.
Using the 16-bit depth range.
* Add fallbacks where low quality depth is required.
Even on GLES2, this should work. Also check the depth before applying
rounding - we might even already be 24-bit.
* Add a config setting to control depth quality.
For those who want 1x PSP like behavior.

In case something gets truncated.

This is really what was implemented originally, this code was just not
updated to match when we started resizing framebuffers.
