EmuCR: WiiUDecaf Git (2016/01/10) is released. Decaf (originally called WiiU-EMU) is a researching Wii U emulation. The Wii U is a home video game console created by Nintendo and the successor to the Wii.

Hopefully these error codes are enough to convince games to be quiet.

* Add struct offset and size checks for OSSemaphore.
* Export MEMiDumpExpHeap from coreinit.
* Remove unnecessary forward declarations
* Add OSInitAlarmQueueEx.
Export OSInitAlarmQueue functions from coreinit.
