EmuCR: SDLVICE WinVICE r41944 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

While support for Watcom (WATCOM_COMPILE) was removed in [r36080], the code for setting certain socket options (SO_REUSE*) was also accidentally deleted along with it.
This lack of SO_REUSEADDR/SO_REUSEPORT causes intermittant problems with remote monitor when VICE is restarted quickly, the socket can still be connected to the remote end by the OS causing the subsequent new bind() to fail.
Fixed by restoring the deleted code, patch by Matti Hämäläinen
