EmuCR: SDLVICE WinVICE r42727 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Github Actions: Deb: Move copyright file to /usr/share/vice/doc
For binary packages the copyright file doesn't go into DEBIAN/ but into
/usr/share/doc/${package-name}/.
Also add extra copyright info for linenoise, linenoise-ng and VTE.

Github Actions: Deb: '_' is not allowed in upstream version strings, replace with '+'
We can't use '-' either since that's only allowed when there's another '-' with
the Debian revision number, and since we're not packing for the official Debian
repos we cannot use a Debian revision number. Amen.
