Stella Git changelog:
* Eliminate bugprone-throwing-static-initialization by storing key mappings in a constexpr array.
* Made JoyHatMask a proper 'enum class'.
* Removed enums with negative values in EventHandlerConstants.
* Fix broken joystick axis and button handling.
* Updated UNIX configure script to properly find SDL3, as well as specifying alternate paths for all libs.
* libretro: Fix savestates (#1146)
* Fixed UB with 32-bit shifting found by ASAN.
* Remove debug info for now, until we come back to the issue that needs it.
