Win32: when an invalid OpenGL driver is detected, don't offer a choice of quitting or not, just quit.

Still hangs the whole emulator in Tekken Dark Resurrection after winning stage 3 with Armor King and sound stutters in when selecting characters, still sound is corrupted in LOTR Aragorn's Quest and why you added this awful filter as a default in executable file so that it cannot be changed? :/ Less aggressive in this release but still annoying.
