PPSSPP Git (2019/09/17) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

PPSSPP Git Changelog:
* Merge pull request #12331 from hrydgard/init-fixes
* Remove some logging, add a comment.
* We had an old fallback to the EGL GL loop in the Vulkan init. Remove it.
* Don't let a delayed config load mess with the GPU backend option. Fixes #12284.
* Vulkan: Just some extra logging.
