EmuCR: SDLVICE WinVICE r44166 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

Gtk3: Change preset emulation speed of 20% to 25% for consistency
The SDL UI provides a preset CPU speed of 25% while the Gtk3 UI provided a
preset of 20%. A comment in the Gtk3 code indicated the presets were taken from
`doc/vice.texi`, but any such information appears to have gone from the file.
Missing vim syntax highlighting for the UI action names for CPU speed/FPS has
also been added.

Add UI action ID for 'Attach cartridgeh (raw)'
Although the Gtk3 UI has a single dialog (and those a single UI action) to
attach cartridges in CRT and raw format, the SDL UI has two separate dialogs,
one for CRT and one for raw.
