WinVICE r46237 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

PET 8296: fix some memory mapping bugs found by rsarson.
Catching writes to FFF0 broke sometimes. Moved the code to set that up to a
common place so that it doesn't need to be repeated.
Changing the FFF0 "I/O Peek Through" bit was sometimes not detected.
Also fix the monitor's view in "bank cpu" when there is *no* I/O mapped when
/ramON, /ramsel9 and /ramselA are all 0 (active) and the IOPEEK bit is 0. It
should see RAM.

resurrect SFX Sound Expander piano keyboard emulation
The piano emulation was commented out in 357ee56cd, so reading from
the piano IO addresses started returning open bus values instead of a
constant 0xff, which made the official software for it play random notes.
Fixes #1946
