PPSSPP Git (2017/08/15) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

* Fix minor blendstate oversight, restore a disabled optimization
* Dirty-track the current pipeline to avoid many vkBindPipeline calls.
* Use dirty-flags more in Vulkan state setting
* Oops, broke Vulkan in the rebase somehow. Fixed.
